Jerry Tarley is a construction executive with over three decades of experience leading complex federal, military, international, and contingency construction programs in some of the world’s most demanding environments. From active conflict zones in East Africa to remote Pacific installations and large-scale commercial developments in the Caribbean, he has consistently recovered troubled projects, managed risk, and delivered results under tight schedule, logistical, and operational constraints.
He has served as Project Manager, Construction Manager, General Superintendent, Quality Control Manager, Scheduler, Estimator, Proposal Manager, and Program Executive across every phase of project delivery.
Notable assignments include directing a $26 million resort expansion in Aruba; developing Primavera schedules and project controls systems at Kwajalein Atoll; managing construction operations in high-risk environments in Somalia; expanding corporate operations across East Africa; and leading critical infrastructure improvements and schedule recovery efforts at Camp Lemonnier, Djibouti.

He has led the development of hundreds of technical proposals while mentoring teams and establishing disciplined processes that improve long-term organizational performance.
