Afghanistan

Afghanistan was one of the earliest international assignments of Jerry Tarley's career and helped establish the foundation for his future work in contingency construction and project management. In 2004, Jerry supported Combined Joint Operations Area (CJOA) construction efforts at Forward Operating Bases throughout Southern Afghanistan, managing construction activities in remote locations under demanding logistical and operational conditions.

In 2005, Jerry returned to Afghanistan and spent much of the year working outside the wire in the Kabul District, overseeing construction operations, coordinating local labor and subcontractors, managing schedules and resources, and supporting infrastructure projects critical to ongoing military and reconstruction efforts. The work required adaptability, resourcefulness, and the ability to maintain progress despite challenging security conditions, limited infrastructure, and constantly evolving mission requirements.

These assignments provided Jerry with firsthand experience managing construction projects in austere environments where leadership, problem-solving, and sound judgment were essential to mission success. The lessons learned in Afghanistan would become the foundation for a career that later included project leadership roles throughout Africa, the Middle East, the Caribbean, and the Pacific.
