Djibouti

Djibouti represented one of the most significant periods of Jerry Tarley's international construction career, where he spent multiple years supporting military, commercial, industrial, and infrastructure projects throughout the country and the surrounding region of East Africa. Working in roles that included Project Manager, Planning Manager, Contracts Administrator, and Construction Executive, Jerry was responsible for project delivery, business development, project controls, procurement, scheduling, quality management, and coordination with U.S. military, embassy, commercial, and international clients.


A substantial portion of this work supported activities at Camp Lemonnier, the U.S. military's primary installation in East Africa. Jerry managed construction operations involving infrastructure improvements, utility systems, site development, facilities upgrades, outage coordination, project controls, production tracking, procurement, government submittals, and contractor-government coordination. He routinely worked with NAVFAC personnel, military stakeholders, subcontractors, and local labor forces to successfully execute projects in a demanding operational environment.


Beyond construction management, Jerry played a key role in expanding organizational capabilities throughout East Africa. He helped lead business development efforts, supported successful proposal captures, developed project planning and controls systems, improved operational efficiency, and helped establish processes that increased organizational effectiveness while reducing costs. His work also included managing multidisciplinary teams, coordinating logistics and procurement operations, and supporting projects for U.S. military organizations, diplomatic facilities, international clients, and commercial enterprises.


Working in Djibouti required balancing complex logistics, limited local resources, multinational workforces, aggressive schedules, and demanding client expectations. The experience further strengthened Jerry's expertise in leadership, project controls, contract administration, procurement management, contingency construction, and international project execution. His contributions were recognized by company leadership as instrumental in improving efficiency, increasing revenue, strengthening project delivery capabilities, and supporting long-term organizational growth.
