This project was performed under Midcon Builds' 'Won and Run' model for the U.S. Army Corps of Engineers (USACE), Fort Worth District. Midcon Builds identified the opportunity, developed the winning proposal, supported project estimating, and then served in key project leadership roles including Project Manager, Superintendent, Site Safety and Health Officer (SSHO), Environmental Manager, Site Quality Control Manager, Scheduler, Specifier, and CAD Designer for the Prime Contractor.
The project focused on the Whitney Dam restoration, particularly the restoration of the tainter gates and associated structural steel components. The scope included the removal of the existing paint system down to bare steel, the containment and disposal of lead-contaminated materials, surface preparation, coating application, structural steel repairs, and refurbishment of gate operating components. All work was performed in accordance with Society for Protective Coatings (SSPC) requirements and relevant environmental regulations governing lead-based paint removal and disposal.
Additionally, the project involved the removal, repair, and reinstallation of two 2-ton gates and one 5-ton gate. Repairs encompassed the replacement of deteriorated hinge bearings, installation of custom-fabricated hinge pins, and necessary structural and mechanical repairs to ensure the restoration of operational functionality and long-term reliability.
The project required thorough coordination of safety, quality control, environmental compliance, specialty coatings, heavy lifting operations, fabrication activities, and construction sequencing within an active dam facility. Midcon Builds expertly managed project planning, submittals, scheduling, CAD development, quality control, safety compliance, and overall project execution throughout the construction process.
Ultimately, the Whitney Dam restoration project was completed safely, on schedule, and within budget.
