Elevator Modernization Projects at Midcon Builds

This was a Won and Run project under the NAVFAC Southeast Gulf Coast Area of Responsibility Design-Build / Design-Bid-Build Multiple Award Construction Contract (N6945024D0020). Midcon Builds supported the original MATOC proposal and then stepped into critical leadership roles for the Prime Contractor (NNAC), including Project Manager, Safety Coordinator, Quality Control Manager, Environmental Manager, Scheduler, and Specifier.


The task order covered the complete modernization of the existing elevator systems in Buildings 456 and 791 at Naval Support Activity Mid-South, Millington, Tennessee. Work was performed in a fully active installation environment, requiring careful coordination to maintain safe access and operational continuity for building occupants throughout construction.


All phases of the project, from planning and submittals through installation, testing, and closeout, were managed under strict NAVFAC quality, safety, and schedule requirements. The project was completed successfully, on schedule, and within budget.

Elevator controller cabinet (Alliance Elevator Solutions) installed in the machine room. Final installation and labeling completed under continuous safety protocols and in accordance with the approved project schedule and NAVFAC standards.

Code-required “In Fire Emergency Do Not Use Elevator – Use Exit Stairs” signage installed adjacent to the modernized elevator entrance. Signage meets NAVFAC and life-safety requirements and was completed as part of final close-out activities.

Elevator controller and drive equipment installed in the machine room. Work performed under continuous safety oversight while maintaining the project schedule and NAVFAC quality control requirements.

Hydraulic elevator periodic test records completed by KONE and Alliance Elevator Solutions (dated 5-27-26). Documentation confirms successful performance of all required safety and operational tests in accordance with ASME A17.1 and NAVFAC acceptance criteria.

Updated car operating panel featuring Firefighters’ Operation controls, emergency communication, floor selection buttons, and the posted Department of the Navy Vertical Transportation Inspection Certificate. All components installed and verified for full ASME A17.1 and NAVFAC compliance.

Department of the Navy Vertical Transportation Inspection Certificate for Elevator Unit 1, Building 791 (Whitten Bldg), NSA Millington. Certificate confirms the elevator meets ASME A17.1 safety code requirements following successful modernization and acceptance testing (inspected 7/2026).
